Just firing out a suggestion for next off-season
For players that are classified as D level free agents, hometown discounts are not allowed.
I think it is a nice advantage for the higher rated free agents but might be too much for the lower-rated players.

See, and I would say the opposite. With the higher level FAs the discount becomes practically insurmountable, when a 30% discount turns a 10 mil bid into a 7 mil salary. With the D-level guys, you're talking a few hundred thousand, which can be overcome if really want a guy.
Regardless, I like the rule as is.
