Ok hear me out before you start lighting the torches.
I was wondering if this would add another wrinkle (like we really need anymore) and add some alternative strategies to the league. Obviously this is a precarious option so having boundaries only make it viable.
Rules: 1. First round draft picks would be off limits. This prevents a team from being completely devoid of adding future talent. 2. Only allowed to trade the upcoming year's draft picks. No 3 years worth of picks traded.
The only reason this would be a possibility is because we have a completely random draft as it is. Teams in a rebuilding phase could achieve their goals quicker also. The only thing I can think of that would be a negative is if a team trades their picks every year for 3-5 years then they might be without younger players. But we only have 7 rounds of picks so it's not like they wouldn't have the other 60+ rounds of their teams picks to use.

I would definitely vote yes on trading picks.

It is a bit of an administrative nightmare, but it's not an insurmountable obstacle.
We effectively already operate informal in-draft trades of picks (you can agree to pick a player on another owner's instruction and trade them immediately). Do you feel that the value of 2nd round (and onwards) picks are sufficient that there is serious trade demand for them?

I don't know if the value is there or not. In truth I don't know if there would be many draft picks traded anyway. I was really just trying to create some conversation about something and this seemed like an option that would be available.

I would totally be up for trading pick, I wouldn't keep 1st rounders off limits, and I would want future picks. I'm fine with a limit on how far ahead, like 1-2 years.
I don't think this would hurt anyone, it's all part of the game / risk. Like Stephen said, and the rules point out, you can kinda already do this with draft selection trading.
