The current scale dictates that:
1st year players are paid $0.3 2nd year players are paid $0.5 3rd year players are paid $1.0 4th-6th year players are paid a minimum of $1.0
We would like to forward for discussion the proposal that:
1st year players are paid $0.3 2nd year players are paid $0.5 3rd year players are paid $0.8 4th-6th year players are paid a minimum of $0.8
The reason behind this is that with free agency producing serviceable players for under $1.0, it may be that the existing values are too high.
Discussion welcome.

Personally I don't see this as a big issue. How much impact would this have? Surely no more than say $2m per team (would require 10 impacted players) The $1m minimum for 3rd-6th players seems reasonable and sensible as it's a nice round number. The other proposals are going to drive down arb salaries so this additional change is unnecessary imo

Yeah I'm in agreement. I think this part of the change is unnecessary but I like the other proposals as written.

The thinking isn't necessarily related to how much cap is freed up for teams, so much as achieving parity with free agent salaries.
i.e. Most free agent RPs don't even reach 1.0 in salary. But every single 3rd-6th RP is guaranteed that salary. Some goes for guys who are utility infielders, backups, back end rotation guys, etc.

I think the majority of the guys that go for <$1.0 are aging guys and are usually signed as 1yr rentals. Arb guys that are usually younger, costing a fraction more seems OK to me.
