All,
The Admins have agreed to introduce some new rules to allow the league to self-regulate some of the negative-value guaranteed contracts present in the league.
The first set have already been published, and allow teams to remove guaranteed contracts for players who are no longer playing baseball in the US: 4.16 Posting to Request the Removal of a Guaranteed Contract of a Player 4.17 Conditions for Validating Player Retirement 4.18 TTC Voting on Player Signed Overseas 4.19 Player Signed Overseas Request Deadline
The second set should be published later today, and when certain criteria are met allow new owners to remove a guaranteed contract signed by a previous owner from their roster.

Please accept my apologies for posting one of the earlier drafts of rule 4.17 rather than the final version agreed to by the Admins. This has now been corrected. Please check out the revised 4.17.

A brief overview of this evening's changes:
Amendments to 5.5 and 5.10.2 to relax the strictness of how the rulebook dictates FA bids should be formatted.
Addition of 5.13.x details definitions of and responses to invalid bids.
Amendments to 6.7 take out definitions of invalid bids (now found in 5.13.1) and add a penalty for winning bids later found to be invalid.
Addition of 6.8 introduces penalties for editing or amending FA bids.
