All,
I think that waivers are a bit unclear in the rules. I'm going to rename a couple of bits and pieces in the rules - I won't be changing any of the contents of the rules - to help differentiate between the waiver periods we've been having over the past few weeks with released/dropped players, and the post-trade deadline waiver period that will come later in the season.
If anyone has any questions then post here.

It appears that we are no longer able to "pass" out of turn. If so, you may want edit your intro post in the waiver claims thread/section. It still says that we may "pass" out of turn.

Thanks, will do so. I had a thought that people passing out of town allows an advantage to the team that the player is affiliated to - why lose use your waiver claim spot when you can just wait for the rest of the league to pass before your pick and let him pass through waivers and back to you...?

I have re-worded some aspects of the following Rule sections:
4.11.1 Placing Players on Trade Waivers 4.11.2 Claiming Players placed on Trade Waivers 4.11.3 Players claimed from Trade Waivers 7.4.1 Players Automatically Placed Into the Weekly Release Waivers 7.4.2 Players Automatically Placed Into the Offseason Release Waivers
No change to the substance of these rules has been made, I've just added some name changes to differentiate between 'Release Waivers' (the waivers we have when a 4th-6th is unprotected) and 'Trade Waivers' (the ability to place a player on waivers for trade after the trade deadline) to help avoid confusion.

Further to my last comment, as it seems likely that there will be a trickle of players available to be claimed on waivers through the season I suggest that rather than holding an immediate claim period every time (which, more often than not, will be 15 teams all passing) that we instead allow the pool of players to build until someone notifies me that they'd like a player on the list (this owner will remain anonymous so as to not affect the claims). A claim window for all available players will then be scheduled so that teams have an opportunity to claim waived players only when one (or more) of the players is actually wanted.

Yeah, so I don't understand really understand the coutnerpoint to people passing out of turn. But if there is some advantage there, which I do not fully understand, then why don't we just allow people to message an admin (a different one can be assigned to each waiver so that no admin has an advantage).
The message subject says:
(Team Name) Waiver (Date) Passes
That's it... Quick and simple... It can be sent anytime before or during the waiver period as soon as it is announced who is going to be on the waivers...
That way not everyone knows who is going to pass. The admin can auto fill the passed teams as their turns come up and we can avoid the 49 hour waiver window... Its not perfect but I thought it was worth a second look...

Say you are 7th in the waiver claim list. Claiming a player sends you down to 15th. In this scenario, a player you want is up for claim and he plays for one of your real life teams (so if he remains unpicked then yoy can protect him without losing your place in the waiver order).
With our current rules (no passing out of turn) you may pick the player on your turn, or you risk the following 8 teams picking him up if you pass and hope he survives through the claim process. This is a strategic decision you have to make - do you want the player enough to lose your waiver slot?
Allowing passing in advance, you could reach a scenario where all 8 people following your pick pass before you. You therefore no longer need to decide whether to select the player - you already know that he'll become your property as nobody else is left to select him.
If people can pass in advance it could take longer than it does now as it might get to a point where people wait for their whole window to see how many people after them pass.

Ok what about my idea of passing in advance to an admin? Woukd that not solve both issues? No one is technixally passing out of turn since the admin will put up the pass/bid during that team's turn.
Problem solved! I'm going to give myself a reward of some toast for breakfast.

I guess that would be fair, so long as none of the players in the window would revert to the admin who you asked to pass for you...

Exactly! Which is why a (most likely) a different admin would get assigned to each waiver window.
