4.1 Trade Block
Each team should have a trade block posted in the 'Trade Block' thread.
New team owners are required to post a trade block for one week prior to agreeing to any trade. This 'cooling off' period is intended to allow new owners the opportunity to field offers for the players they may wish to move. It also allows new owners the opportunity to get a better feel for the values of the players they own, and this may help them to decide on their initial team strategy.
4.2 Posting an Agreed Trade
Every trade must contain at least one outbound and one inbound player for every team involved in the trade.
Each trade should be entered into the 'Trades' thread in the following format:
Team A receives:
Player 1 $4.6 2014
Prospect 1 $0.3 1st (prospects listed must include one url link to give info about player)
Total $4.9
Team B receives:
Player 2 $7.8 2015
Player 3 $1.2 5th
Total $9.0

4.3 Confirming Acceptance of a Posted Trade
The other owner involved in a posted trade should post to confirm that they accept the trade, and give their explanation of/reason for the trade.
4.4 Trading money/cap
There will be no money or cap traded in a trade.
4.5 Trading "players to be named later"
There will be no trading "players to be named later" in a trade.
4.6 Trade Approval
For the trade to be completed it must first be approved by The Trade Council (TTC).
4.7 Formation of TTC
The TTC will be formed each off-season in preparation for the coming season. Volunteers will be sought until five members are found. If more than five volunteers make themselves known then each volunteer will be given the opportuniy to put forward their personal philosophy of ideal TTC behaviour, and all members will vote for their preferred TTC members. The top five vote receivers will be elected to TTC.
4.8 TTC Voting on Agreed Trades
TTC members will be required to vote on each agreed trade in a timely manner. They must assess the trade for compliance with the rules before voting to approve or veto the trade. Three approvals are required to approve a trade - except when both trading parties are in the TTC, in which case two approvals is sufficient. TTC members may not vote on their own trades.
Only when the trade has been approved by TTC can roster changes be made (refer to rule section 6.3 to see the penalties for accumulating stats with ineligible players).
4.9 Trade Deadline
The Trade Deadline is 2359pm ET on August 31st. The trade does not need to be approved by this time, but does have to be posted and accepted by all parties.
4.10 1st Year Players with 0 MLB Plate Appearances and 0 MLB Batters Faced
1st year players (protected or unprotected) with no MLB plate appearances or batters faced may be traded after the trade deadline.
4.11.1 Placing Players on Trade Waivers
Following the trade deadline, and prior to the end of the league season, teams may place a total of five players onto 'Trade Waivers' by listing them (including their contract) individually as a new topic in the 'Weekly Waiver Claim' thread.
4.11.2 Claiming Players placed on Trade Waivers
Following the placement of a player on Trade Waivers, all other teams have the chance to make a claim on the player during a 48-hour window which begins immediately. To place a claim on a player the claiming team should post 'Claim' in the waived player thread. If more than one team places a claim on a player, the winning claim is awarded to the claiming team with the worst record. A team may only make a claim if they have sufficient cap space to assume the salaries of all of their open claims.
4.11.3 Players claimed from Trade Waivers
Once a player has been claimed:
1) The waiving team can work out a trade with the team that claimed him. All players involved in the trade with at least 1 MLB plate appearance or 1 MLB batter faced must have first passed through waivers. As per rule 4.10, any number of prospects with zero major league service experience may be traded without needing to clear waivers.
2) The waiving team can waive the player outright with his salary and rights reverting to the team that claimed him, getting no player in return. To waive outright a claimed player the waiving team should post 'Waived' in the waived player thread.
3) The waiving team can pull the player back from waivers, whereupon the player is ineligible to be placed on Trade Waivers again. To pull back a claimed player the waiving team should post 'Pulled back' in the waived player thread.
If a waived player has not been posted in a trade or waived outright within 120 hours (5 days) of the expiry of the original 48-hour window then they will be automatically Pulled back.
4.11.4 Unclaimed Players
If a player remains unclaimed through the 48-hour window his team is free to trade him to any team.
4.11.5 Trade Waivers Deadline
The Trade Waivers Deadline is 2359pm ET on September 20th. The trade does not need to be approved by this time, but does have to be posted and accepted by all parties.
4.12 Posting to Request the Removal of a Contract of a Retired Player
Each retired player request should be entered into the 'Trades' thread with the name of the player and the word 'retired' as the subject.
4.13 Conditions for Validating Player Retirement
To validate that the player has officially retired the owner of the retired player must provide (in the retired player request thread) either:
1) links to two sources confirming the player's retirement. Note: a verified Twitter account of the player himself is the only Twitter source accepted.
2) a link to a statistics page which confirms that the player has not appeared in any professional baseball league (including overseas and minor leagues) for two full seasons.
4.14 TTC Voting on Retired Players
TTC members will be required to vote on each retirement request in a timely manner. They must assess the validity of the sources provided to confirm that the player has retired. One approval/confirmation is required to authorise the retirement. Only when the retirement has been approved by TTC can roster changes be made.
4.15 Retirement Request Deadline
Retirement requests can be made at any time assuming that the owner can provide validation that the player has retired.
4.16 Posting to Request the Removal of a Guaranteed Contract of a Player Signed Overseas
Each owner is entitled once in a season to remove one guaranteed contract of a player who has signed overseas. An overseas player removal request should be entered into the 'Trades' thread with the name of the player and the words 'signed overseas' as the subject.
4.17 Conditions for Validating Player Retirement
To validate that the player has officially moved overseas the owner of the player must provide (in the overseas contract removal request thread) both:
1) links to two sources confirming that the player has signed a multi-year contract in a foreign league, and
2) a link to a statistics page which confirms that the player has appeared in at least one game in an overseas league for his new team, or a link to a source showing the player has officially been rostered in some capacity by his new team.
To be eligible to have a guaranteed contract removed for a player signing overseas, the player must have been present on the requesting team's Dynasty Baseball League roster for a minimum of 90 consecutive days prior to the request being posted.
4.18 TTC Voting on Player Signed Overseas
TTC members will be required to vote on each player signed overseas request in a timely manner. They must assess the validity of the sources provided to confirm that the player has signed overseas. One approval/confirmation is required to authorise the removal of the guaranteed contract. Only when the removal has been approved by TTC can roster changes be made.
4.19 Player Signed Overseas Request Deadline
Player signed overseas requests can be made at any time assuming that the owner can provide validation that the player meets the conditions stated in rule 4.17.
4.20 New Owner Eligibility for Competitive Balance Contract Exemption
A new owner is entitled, within their first 30 days of team ownership, to drop a guaranteed contract from their roster if either:
1) the team they inherited finished 13th or lower in the previous season, or
2) the team they inherited had an average placement across the past two seasons of 11th or lower.
This entitlement is only available once in a season per Franchise. If this entitlement is used by an owner who subsequently leaves, a new owner is not entitled to their own exemption unless they assume ownership of the team in a different/later season.
4.21 Contracts Eligible to be Dropped as part of a Competitive Balance Contract Exemption
For a player to be eligible for their guaranteed contract to be dropped, all of the following requirements must be met:
1) the player would not have been a Group A or Group B free agent in the free agency period following the end of the last completed season.
2) the player was signed as a free agent prior to the end of the last completed season.
3) the player was present on their roster at the time new ownership assumed control of it.
4.22 Admin Notification of Teams and Players Eligible for Competitive Balance Contract Exemption
In the event that a new manager joins and takes over a team eligible to receive this exemption, the Admins will confirm that they are eligible for this exemption and provide and/or verify the players it may be applied to.
4.23 Dropped Player Added to FA
The dropped player will be added to the appropriate free agency pool (offseason or midseason) by the Admins. No hometown discount will be available.
4.24 Posting to Request a Competitive Balance Contract Exemption
A competitive balance contract exemption should be entered into the 'Trades' thread with the name of the player and the words 'contract exemption' as the subject.
4.25 Admin Approval of a Competitive Balance Contract Exemption
The admins will post a confirmation of a successful competitive balance contract exemption request. One approval/confirmation is required to authorise the removal of the guaranteed contract. Only when the removal has been approved by TTC can roster changes be made.
