To be 100% honest I'm not sure where the minimums came from. It doesn't appear to have been in the old board's constitution, so I'm not sure where either the 700IP (ESPN standard?) or 1000IP (thin air?) minimums have managed to appear from. We'll stick to 700IP this year, then we can vote on what it will be changed to.
I think that we need to be careful not to go too far with the minimums. Similarly, we need to be careful not to pressure teams who might not currently be constructed to rapidly change to meet strict minimums if they are introduced suddenly - something that could be avoided by a staged approach potentially?
In my view the hitting limit should attempt to encourage teams to field a nigh-on full lineup 5 days a week, with half-ish lineups on travel days. Pitching-wise I think that we need to allow for owners who may chose to field an elite rotation of 5/6 starters as well as those who opt for the bulk play. That said, I think that every team should need to on average field a starter at the very least 5 times a week - major league teams do!
I'm not sure off the top of my head what either would come to but I don't mind crunching a few numbers when I have some time to see what it would look like.

I have the 2nd lowest total IP 750 and set my roster pretty much everyday; Says more about my lack of depth than anything but 700 is easy to hit, 1000 IP is pretty fair too

I do think that if a team has money to spend and hasn't played a player in a position in their lineup all year that speaks more to them wanting to tank then anything else. If a team does not field a full position player lineup, and they have money (I.e. more then $1 million) and it isn't due to a player going on the DL midseason then they cannot make a trade unless that trade fills that position void.

I agree increased IP and AB minimums would help make people keep their lineups set etc through the season and would make things a bit more competitive, but it doesn't really help the fact that only a couple of teams max have anything to play for with 2 months of the season to go

I really don't think anyone is this league is actively trying to tank. We have a few owners who aren't as active here as we would like because they have multiple leagues and this one does not rank as a priority, or they just have busy lives. The rule tweaks will hopefully make it so not having a strong interest in setting your lineup regardless of your position will come with some negative consequences for your team.

All, Bigfly, Turbanator and I are currently discussing how we will proceed with rule changes and league-wide votes this offseason. - We will be re-voting on the minimum IP value, and introducing either a AB or PA minimum (also to be decided by vote) which may (if necessary) have to be monitored manually as ESPN does not seem to handle this.
- We are looking to revise the method of allocating draft picks to remove any reward for finishing poorly in the standings.
- We are also discussing ways to promote activity and competitiveness for all teams as both have been identified as requiring attention.

Right first of all I want to apologise for big so inactive the last two months or so. I am in my first full year out of university and I am still trying to strike a work/life balance that doesn't leave me exhausted and unfortunately baseball has been of those things that has been more casual lately. However that doesn't mean I'm not interested or tanking (my team was a mess to start this year and I have been trying to right that for next year).
That brings me to draft picks. My team needs all the help it can get and it genuinely is as bad as the standings suggest so I think to place me lower in the draft because of this means the teams in the bottom 3-4 slots would be left behind to some extent as they would get in a vicious cycle.
With that I totally agree with the ip and ab ideas that have been suggested.

Okay so no I wasn't kidding. I strongly believe no one would or is tanking for a draft pick. Not participating fully in the appropriate manner the league is set up for, yes, tanking no.

How low of a bar do we have for "not participating fully in the appropriate manner the league is set up for"... I mean if we are talking, there is no bar, then yes you are right no one tanked....
