Limiting 4th-6th Year Player Protects/Unprotects

The current release waiver system is not working and will be scrapped at the end of the season.
This means:
As 4th-6th year players are granted a not-insignificant minimum salary of $1.0, this would raise the possibility of teams 'streaming' protected 4th-6th year players within their own organisation(s) to effectively gain extra cap.
It has been voted that we introduce a limit on the number of times you may protect a 4th-6th before their arbitration-calculated salary becomes guaranteed for the remainder of the season. This vote is intended to establish the number of times a 4th-6th year player may be protected before their salary becomes guaranteed for the remainder of the season.
This vote will begin with 5 options ranging from 1 to 5. For a total to be chosen/passed one option must be selected by greater than 50% of those voting. If no option receives greater than 50% of the vote in a round then the lowest scoring option of that round (and any other options received 0 or 1 vote) will be removed, and a new round of voting will be held.
This vote will open immediately, and close at 11:59PM ET on Sunday September 7th.
This means:
- 3rd year players aging into 4th year players will no longer be automatically placed into an offseason waiver window
- 4th-6th year players will no longer need to pass through waivers before being protected
- rights to 4th-6th year players with remain their related real-life team (as 1st-3rd year players currently do)

- The number of times a player is protected in the same season is cumulative over the course of a season, regardless of which team(s) they are protected by (ie if Team A protects the player, then unprotects the player, then the player is traded in real life and the new Team holding rights to the player protects them that is that player's 2nd protect of the season)
- Each player's number of protections during a season resets to 0 at the end of the season
- The number of times a 4th-6th player has been protected during that season will be tracked each time they are protected in the 'Roster Moves' folder/thread
- A player whose salary has been protected by this rule will be identified as such on their team's roster
- A player whose salary has been protected by this rule may be traded, but their contract continues to remain guaranteed for the remainder of the season
