I'm going to make some changes to the Constitution to reflect recently voted rule changes and to tidy up some odds and ends. For full visibility I will detail any changes made in this thread. Please post any questions in a separate thread.
These changes will take effect from the end of the 2014 season, with the exception of the change to the draft order (the draft order for the next amateur draft will remain in reverse order of the standings).

Rule 4.11.2 previously stated:

It has been changed to:

As per rule 4.10, any number of prospects with zero major league service experience may be traded without needing to clear waivers. 2) The waiving team can waive the player outright with his salary and rights reverting to the team that claimed him, getting no player in return. To waive outright a claimed player the waiving team should post 'Waived' in the waived player thread. 3) The waiving team can pull the player back from waivers, whereupon the player is ineligible to be placed on Trade Waivers again. To pull back a claimed player the waiving team should post 'Pulled back' in the waived player thread. If a waived player has not been posted in a trade or waived outright within 120 hours (5 days) of the expiry of the original 48-hour window then they will be automatically Pulled back.

4.11.5 Trade Waivers Deadline The Trade Waivers Deadline is 2359pm ET on September 30th. The trade does not need to be approved by this time, but does have to be posted and accepted by all parties.

Rule 8.3 previously stated:

It has been changed to:
8.3 Draft Order The first ten draft positions of the first round will be drawn at random from the teams finishing 6th-15th in the standings from the previous season. The remaining five draft positions of the first round will be drawn at random from the teams finishing 1st-5th in the standings from the previous season. The order of all subsequent rounds will be the reverse of the previous round (commonly referred to as snake format).

7.2 Unprotecting 1st - 3rd Players Who Are The Property of One of Your Two IRL Teams If you unprotect a 1st - 3rd year player who is the property of one of your two IRL teams then you retain all rights to the player. They can be protected or unprotected at any time without penalty. However, if a player is traded away from one of your IRL teams whilst unprotected then you no longer have any rights to that player.
7.3 Unprotecting 4th - 6th Players When a 4th - 6th year player is unprotected he is placed on waivers and may be claimed by another team.
7.4.1 Players Automatically Placed Into the Weekly Release Waivers In season, all newly unprotected 4th - 6th year players will be added by the Admins into a post in the 'Waiver Claims' thread.
7.4.2 Players Automatically Placed Into the Offseason Release Waivers Out of season, all newly unprotected 4th - 6th year players will be added by the Admins into the 'Offseason Release Waiver Claim' post. 7.4.4 Scheduling of Waiver Claim Windows There will be two Offseason Waiver Claim windows. The first will be shortly before Free Agency, the other will be between Free Agency and the annual Amateur Draft. The start date and time of all waiver claim windows will be specified in the thread, along with the claim order.
7.4.5 Waiver Claim Order The Waiver Claim order will be set at the start of the offseason, and will be determined by the reverse order of the standings from the previous season. Once a Waiver Claim is made the claiming team will be placed at the bottom of the Waiver Claim Order. If a team declines to make a Waiver Claim pick to which they are entitled then they will remain in their position in the Waiver Claim Order. The order will be reset after the completion of the two Offseason Waiver windows, but not at any other time.
7.4.6 Claiming Waived Players Teams will take it in turns to claim unprotected/waived players. Instructions may vary depending on the strength and depth of the players in the Waiver Claim window. All necessary details will be provided by the Admins prior to the window opening.
7.4.7 Claimed Players Players claimed in the Waiver Claim window can not be unprotected for the remainder of the season. They may be traded, but following the trade they remain ineligible to be unprotected until the end of the season.

Rule 3.10 previously stated:
3.10 Hitting and Pitching Minimums To qualify for the ERA and WHIP standings, each team must compile a minimum of 1000 innings pitched. There is no hitting minimum to qualify for the batting average standings.
It has been changed to:

To accompany the alteration to rule 3.10, the following sub-rule will be added to section 6 (with changes to other numbers in the rules to accommodate the addition):
6.4 Failing to achieve the minimum IP and/or AB/PA requirements Any team failing to achieve a minimum limit will have their salary cap for the following year lowered by $5.0m per minimum failed.

In the league code of conduct (1.2), two bullet points previously stated:
-Punting to improve draft position is considered to be bad form. All teams should be trying to finish as high as possible in the standings with their available rosters, selecting their optimum line-up wherever and whenever possible. -This is a year-round league with daily lineup changes, and owners are expected to be online most days - even in the offseason.

6.5 Failing to achieve the Final Standings Point Minimum The ownership of any team finishing a season with under 50 points will be reviewed, and at the discretion of the three admins (with a unanimous decision required) the owner may be asked to leave. Any owner overseeing two sub-50 point finishes will be automatically asked to leave the league.

The following sub-rule will be added to section 3:
3.14 Historical Rosters
It is every owner's responsibility to retain all of their team's roster threads from past seasons - regardless of age or author. When rosters are generated for new seasons (i.e. when arbitration contracts are recalculated and lost free agents identified) they must be posted as a new thread. A rolling edit of the previous season's roster is not acceptable.
