Is he available for amateur draft. I know he hasn't signed yet but he should in the coming days. And he is too young to go to free agency

The impending signing of Yoan Moncada is an indication that the amateur draft/free agency qualification criteria for IFAs is not working as intended. The intended spirit of the rules are that IFAs who were either MLB-ready or MLB-near ready and/or big money IFA signings would need to pass through our free agency rather than being entered into the arbitration system. We are currently looking at how best to word the rules to adhere to this spirit. In the meantime, Moncada will not be available to be drafted once he signs with an MLB team. (Please also note: Roberto Baldoquin doesn't qualify for entry into the amateur draft under the current rules, but would if he were one day younger - in this case the current rules are working are as hoped, but this may be too close for comfort)
