Following the recent vote (http://fantasybaseball.boards.net/thread/949/rights-traded-prospects) I have updated the constitution to reflect the new rules. To successfully protect a player you must now retain rights to that player for the remainder of the day. This will also be true when trading unprotected prospects - for you to trade an unprotected player then you must also finish the day with rights to them.
I have issued the following guidance for TTC to assist with the checks on player protects that are now in place:
Considerations for Approving Arb-player Confirmations
Is the player name spelt correctly? Is their contract year and associated salary correct? Is the player unprotected and unowned by all other teams? If the player was signed to a MLB team as an IFA, has their amateur draft eligibility passed so that they are now available to be protected (rule 8.4)? Does the team have cap space to accommodate the protect(s)? Did the protected player(s) finish the day with the same team that is attempting to protect them (using the sources listed in rule 7.1.2)?
If the answer to all of the above is 'yes', then edit the post that protected the players, state your username at the bottom of that post and insert your confirmation. Two approvals are required.

To reduce the possibility of lengthy protect threads in the Roster Moves folder (which may occur with two responses to every post protecting a player) we will instead trial posting the confirmations in the same post in which the protect has been requested.
TTC have been granted Moderator privileges on the Roster Moves board, so now instead of replying to the protect post they will instead edit it and post their confirmation in the same post. The downside here is that it will mean that the protecting owner (and checking members of TTC) will have to check each post to see if it has been confirmed or not, but this will probably be easier/cleaner than having sprawling long protect threads which will likely become confusing.
This will be implemented with immediate effect. I have amended the TTC guidance too (a copy of the amended text is also above).

All,
Upon review of the process in place we are reducing the requirements from two TTC confirms on player protects to one. This should ensure that protects are done in a timely fashion.
All other aspects of the ruling remain. Please remember that newly-protected players may not be added to your roster page or ESPN roster until the protect has been confirmed.
I will update the constitution shortly.
