The following rules have been added:
4.20 New Owner Eligibility for Competitive Balance Contract Exemption A new owner is entitled, within their first 30 days of team ownership, to drop a guaranteed contract from their roster if either: 1) the team they inherited finished 13th or lower in the previous season, or 2) the team they inherited had an average placement across the past two seasons of 11th or lower. This entitlement is only available once in a season per Franchise. If this entitlement is used by an owner who subsequently leaves, a new owner is not entitled to their own exemption unless they assume ownership of the team in a different/later season.
4.21 Contracts Eligible to be Dropped as part of a Competitive Balance Contract Exemption For a player to be eligible for their guaranteed contract to be dropped, all of the following requirements must be met: 1) the player would not have been a Group A or Group B free agent in the free agency period following the end of the last completed season. 2) the player was signed as a free agent prior to the end of the last completed season. 3) the player was present on their roster at the time new ownership assumed control of it.
4.22 Admin Notification of Teams and Players Eligible for Competitive Balance Contract Exemption In the event that a new manager joins and takes over a team eligible to receive this exemption, the Admins will confirm that they are eligible for this exemption and provide and/or verify the players it may be applied to.
4.23 Dropped Player Added to FA The dropped player will be added to the appropriate free agency pool (offseason or midseason) by the Admins. No hometown discount will be available.
4.24 Posting to Request a Competitive Balance Contract Exemption A competitive balance contract exemption should be entered into the 'Trades' thread with the name of the player and the words 'contract exemption' as the subject.
4.25 Admin Approval of a Competitive Balance Contract Exemption The admins will post a confirmation of a successful competitive balance contract exemption request. One approval/confirmation is required to authorise the removal of the guaranteed contract. Only when the removal has been approved by TTC can roster changes be made.

Rule 4.17 previously stated:
4.17 Conditions for Validating Player Retirement To validate that the player has officially moved overseas the owner of the player must provide (in the overseas contract removal request thread) both: 1) links to two sources confirming that the player has signed a multi-year contract in a foreign league, and 2) a link to a statistics page which confirms that the player has appeared in at least one game in an overseas league for his new team. To be eligible to have a guaranteed contract removed for a player signing overseas, the player must have been present on the requesting team's Dynasty Baseball League roster for a minimum of 90 consecutive days prior to the request being posted.
It has been changed to:

It has been changed to:
5.5 Free Agency Bid Format All free agency bids must always include the player name, the salary offered, and the year of contract expiry. For example: Joe Player $4.0 2015

It has been changed to:

For example: Joe Player $4.0 2015 ($3.2 after 20% discount) (If this were the winning bid then the player would be paid a salary of $3.2 for the duration of the contract)

The following rules have been added (with changes to other numbers in the rules to accommodate the additions):
5.13.1 Invalid Free Agent Bids All invalid free agency bids will be voided by an Admin.
Examples of invalid free agency bids: - A free agency bid that would take the bidding team over cap if all outstanding offers were winning offers - A free agency bid including a club option that would take the bidding team over the maximum annual allowance of club options if all outstanding offers were winning offers - A free agency bid which doesn't meet the minimum years specified for the auction - A free agency bid which doesn't include a contract expiry year - A free agency bid not above $0.3 - A free agency bid which is not a multiple of $0.1 - A free agency bid which does not sufficiently increment the winning bid (as specified in rule 5.8) - A free agency bid made in a window from which the bidding team has already been disqualified - A free agency bid claiming a hometown discount which is not available to that team - A free agency bid which has been edited by the bidder for any reason
5.13.2 Non-Leading Invalid Bids If a bid is identified to be invalid and has been surpassed in value by a more recent valid leading bid then the auction will continue as if the invalid bid had not occurred. The auction will not be stopped nor have the 24 hour clock re-set, and the existing 24 hour timer will continue to count from the time the current leading bid was placed. Penalties from rule 6.7 will still apply.
5.13.3 Leading Bids Identified As Invalid Whilst The Player Auction Is Still In Progress If a current leading bid is identified to be invalid it will be immediately voided by an Admin. Upon voiding the invalid bid the Admin will reinstate the previous leading valid bid, and reset the auction clock to 24 hours from the post confirming the voidance to allow rival teams fair opportunity to beat the reinstated leading bid.
5.13.4 Invalid Bids Found To Have Won An Auction (Identified Before The Final Round For Free Agents) If a leading/won bid is identified to be invalid after the auction has finished but before the Final Round for Free Agents has begun then the bid will be voided by an Admin. The player will be removed from the roster of the 'winning' team and added to the Final Round for Free Agents.
5.13.5 Invalid Bids Found To Have Won An Auction (Identified After The Final Round For Free Agents) If a leading/won bid is identified to be invalid after the the Final Round for Free Agents has begun then the bid will stand and the player will remain rostered with the 'winning' contract as it was made.

In addition, the penalised team will have their salary cap lowered $1.0 per infraction for the coming season.
All invalid free agency bids will be voided by an Admin. When communicating the voidance of the bid in the free agent thread the Admin will confirm the penalty status of the penalised team.

For any invalid bid deemed by the Admins to have been deliberately posted (in order to delay an auction) the team will be disqualified from bidding for the remainder of the free agency period. In addition, the penalised team will have their salary cap lowered $5.0 for the coming season.
For any invalid bid not identified until after the Final Round of Free Agents is finished (meaning that the contract remains awarded - see rule 5.13.5), the 'winning' team forfeits the ability to offer Club Options in the following Free Agency period.
All invalid free agency bids will be voided by an Admin. When communicating the voidance of the bid in the free agent thread the Admin will confirm the penalty status of the penalised team. In case of genuine/mathematical error the Admins will use their discretion to determine intent and whether the infraction would qualify towards the penalty scale.

In addition, the penalised team will receive the following penalties: 1st time - warning from Commissioner 2nd time - $5.0 lowered salary cap for following year 3rd time - $10.0 lowered salary cap for following year 4th time - kicked out of league
