Are we waiting until next offseason to be able to bid/draft him since he didn't sign in time. Or will we have a special time to be able to bid on him?

I believe the way the rule was intended (and voted in) Moncada (and anyone subsequently signed) missed the amateur draft/IFA period this offseason so has to wait to be in one of those pools next year.
(Don't blame me - I voted for the other option...! :-D)

I guess it's fine for Moncada as he isn't going to see the Majors this year. The problem will be if one year an Abreu-type player signs in mid-March and goes straight into the majors but then no one can own them until the following offseason

We wouldn't have a revote unless we had some ownership changes, people wanted to delay the signings because it was unfair to those who already went all in on FA and then someone like Abreu signs and only those with cap space could bid on him. It does make sense, but I also voted the other way.

It was a 5-4 vote with I believe jp and for sure budsmoke not in the league at the time. So it is something we may revisit. I don't believe we really have rules on having a new vote for something previously voted on. We will have to discuss it.

The vote was last March. JP, wasn't around then. If we did re-vote I don't think it would be right to apply any rule changes until next season, so Moncada and Olivera will remained unowned regardless.
Perhaps with IFAs seemingly becoming more common this is something we might want to review again, else we'll end up with several players in the majors who are unownable in this league. This area of ruling will certainly need to be reviewed if MLB change the current real-life IFA process - especially if some sort of international draft materialises.
