We currently have no precedent for how to deal with IFAs (aged 22 and over) that might be signed in-season.
Should we:
1) Immediately place them into free agency in this league so that they can be bid upon?
2) Make them unavailable for selection until the following off-season's FA?
Scenario 1 may prove to punish teams running close to their cap limit. For example, if a Tanaka/Puig-type IFA were to sign in June (when teams could be fairly set having allocated their cap on free agency, amateur draft and trades) then they may be in no position to be involved in bidding for the player. * I would suggest that if Scenario 1 be voted in then this have a deadline in-season - perhaps the trade deadline - where if the IFA signs afterward then they are placed into the following season's FA pool.
Scenario 2 may create a situation where a player accruing statistics at the major league level is unownable as they do so. For example, if a Tanaka/Puig-type IFA were to sign in early April they would be ineligible to be bid upon until the following off-season, even if they were called up and playing for their teams.

Be unavailable till the following season. Most likely they wont play during that season. I do believe Jose Abreau signed in the middle of last season, and i wouldn't have wanted to bid on him mid season when my roster was set.

Abreu signed in October, so he would not be eligible under scenario 1. We would for sure need a deadline attached to that rule if it gets voted in.

Here is my only concern with Scenario 1. For every Abreu there is a Kiroyuki Nakajima. A IFA player that is signed to a MLB contract but is terrible and gets outrighted to the minors (do not pass Go do not collect $200). Kiroyuki Nakajima is not even on the 40 man roster and surprised the A's brass when he showed up at camp instead of staying in Japan this year.
So if we allowed someone to pick him up in Scenario 1, then I understand that the team that "wins" the FA is gambling that the IFA is as good as advertised. But if that same player is signed then sent to the minors then did the team not just circumvent the Amatuer Draft? Waiting till the following season on IFAs can at least let us know how they shake out. Or maybe saying that we wait till after the IFA has minimum of 50 AB or 5 G pitched before we make them eligible that season to become a FA (slight modification to the current MLB qualification rule but helpful in creating a minimum standard to derive that the player passes the "stinky" test).

Part of the fun of bidding on these IFAs is not knowing how their skills/performance might translate to the big leagues. IFAs go into free agency or the amateur draft depending on their age. This question/vote is only regarding those IFAs who are signed at the age of 22 of over, regardless of their skill/performance levels.

By a margin of 5 to 4, IFAs signed in-season will be unavailable to be signed until the following offseason.
