All,
It has been voted that we will introduce a limit on protecting and unprotecting 4th-6th year players to guard against the potential for teams to 'stream' cap in their roster.
My suggestion for this is to add a limit on how many times a 4th-6th year player may be protected by the same team before their contract becomes guaranteed for the remainder of the season. Before going to a vote with variations of this one idea I wanted to offer it out to the league to see if anybody had any other ideas on how this could be regulated.

I voted against the limit... However I like your rule suggestion a lot because I did not see the initial rule possibly being applied in this manner.

I think most people have seen this now, so I'll leave this open for another 24hrs for comment.
If there are no other ideas presented then I'll go ahead and open up the new votes tomorrow evening or Thursday morning.

I'd say anymore than 3 unprotect/protects in the same season would be a little overkill and might seem like 'streaming' was going on. I'm personally against a cap at all, because having that freedom doesn't really do any harm. For a competing team, it's a way to put your best roster forward on any given day. For a noncompeting team, I don't guess it really matters.
My other league is 30 teams, and there are very few moments where I think, 'Hey, that guy with 99 in cap is just unprotecting and protecting those two 4th, 1.0s to maximize his roster'...cause it rarely happens.

Theoretically, if you owned two 4th-6th starting pitchers on the same team (meaning they never pitch on the same day) you could gain a substantial edge. Example: If you were Washington and you owned Strasburg and Gio you could effectively roster both and only need $4.9 of cap space at any one time, despite their combined salaries being $9.4m. The risk to that team owner would be minimal since the chance of pitchers of that age and calibre being traded unexpectedly mid-season is relatively low. If it's a possible strategy that we wish to avoid we might as well have a contingency in the rules for it to ensure that nobody takes advantage.

Yeah, I hear ya on that. I just won't be voting for a cap. I see where it might be taken advantage of, but usually good players remain protected. I like being able to shelve 4-6th players for a few reasons. When they're hurt it helps to refill that spot. Unlike in normal fantasy where a quick waiver wire pickup could save your season, you could trade a prospect or two and take on cap you'd otherwise have to waste on keeping the player. I'd still be able to re-sign Kris Medlen this offseason, for instance, instead of having to release him. This comes into play WAY more often than the theoretical scenario.
Having the freedom to manipulate your roster to maximize it's efficacy is also a skill that you learn through playing this format. If you build your roster where you have to unprotect/protect Gio and Strasburg in order to stay under cap for each of their starts, more power to you. I just don't see it happening enough to be a rule or it truly harming any other team.
