Why can't we add that IFA that are 21 and under are fine UNLESS they have 3 or more years of professional experience?

Yu Cheng Chang...19, a C+/B- prospect for the Indians. Impact bat or draft eligible? If draft eligible, wouldn't he be mine since nobody drafted him?

I'll wait until I hear from Stephen and Turbanator on this(and get some overall clarity on the subject), but I imagine he would've been draft eligible and therefore yours.

This should just be as simple as "Under 21=Draft Eligible" --having something as subjective as 'impact bat' in a rule looks a little strange.
Make a hard cutoff for those guys. Over 21 guys who somebody wants should be optioned into a FA pool. If nobody calls his name before a month after signing, he's the team's whose IRL team signed him. Easy.

Yeah we don't actually have a rule that says that, it was more of an at the admins discretion type of deal. We will discuss it and come up with something solid.

I personally think that the rule should be 20 and younger. The whole point of the minor leagues are to cultivate amateur talent. The 21 threshold allow for an influx of mature bats and arms that are ready for AA and higher in the system.

I didn't know if you did or not...just thinking out loud. I guess 20 is a good cutoff, but there should just be one. If Yoan Mancado signs at 19, he'll go #1 next year...if he signs at 20, he'll be a free agent. Sometimes discretionary decision making isn't as fun as chance. If the cutoff is 21, he'll definitely be a high draft choice next year...it's all about the fun anyway. And, it'll make it easier for those who have to weigh in on these things.

It's a bit of a moving target, but my feeling is that we're aiming for wording which places near-ready and/or established overseas IFAs into free agency, whilst the younger/lower-reputation dart-throws should be draftable. It's just working out exactly where to draw that line, and how to word it so that it is clear and understood by all.

I understand completely. I just think 21 year olds involve a closer dart throw then a 20 year old. Again just my opinion which along with 10 dollars can buy you something of value.

He will be added to free agency once he signs. If he isn't signed before the start of the IFA group then I guess he'll be put into the mop-up group at the end.
